The United States and a number of allied countries have formed teams with the goal of integrating Unmanned Aircraft Systems (UAS) into their countries' National Airspace (NAS). Perhaps the greatest hurdle to integrating UAS into the NAS is the development and certification of a system that will satisfy requirements for a sense-and-avoid (SAA) capability and provide an equivalent level of safety to see-and-avoid in a manned aircraft. This paper builds on previous work [1] [2] [3] [4] and addresses some high-level operational requirements from the UAS operators' perspective. The overarching requirement for providing the solution to the problem of achieving an "equivalent level of safety" is that a UAS SAA system shall provide a certifiable capability to identify hazards and execute an avoidance maneuver, if required. This overarching requirement may be decomposed into more operationally focused requirements in order to make the problem more tractable.
