Today's ships are satisfactory, however, ship structural Rules need improvement. The ship rules should have a clear and rational link between requirements for new-buildings and operation. The ship rules should be in line with state-of-the-art in safety regulations for other segments, e.g., offshore, nuclear, aviation. The ship rules should keep up with design development in terms of use of technology, hence the present simple prescriptive Rules are inadequate for design assessment.
