Most of current electronic cash (e-cash) payment systems are designed for a single bank to issue e-cash, which is not suitable for practical business environments. For the considerations of easy-to-use, security, and efficiency, multiple banks issuing e-cash payment systems proposed in this paper are developed using the elliptic curve cryptosystem (ECC) under the limited-storage environment such as smart cards, and therefore able to efficiently use smart cards to store the coins. In addition, we use the partially blind signatures to design the e-cash scheme for avoiding the unlimited growth of the bank's database which keeps all spent e-cashes for preventing double spending. In summary, the proposed scheme can not only reduce the impact of great growth of bank database, but also effectively solve the problems of time limitation and denomination verification of signed e-cash. We affirm the proposed scheme will make the multi-bank issuing e-cash payment system workable for mobile consumers efficiently and securely.
