Regulatory issues are discussed to establish Korean regulation on the safety distance between a HTGR and a hydrogen production facility. A major parameter of the regulations concerning a gas explosion is a peak overpressure. The peak overpressure can be predicted using empirical correlations of the TNT equivalent method and the Multi-Energy Method (MEM). To check an applicability of these correlations to the HTGR, a comparison work of the predicted values by correlations and the JAEA explosion test results is performed. The MEM predicts the overpressure better than the TNT because the explosion test is a deflagration phenomenon. A CFD analysis for the explosion test is performed to establish an analysis methodology for a gas explosion. According to preliminary CFD results, an accurate model for a spark ignition and an obstacle for a solid steel tube should be developed to generate a good result.
