摘要

This situation of lack of English-speaking educational environment slows the internationalizationprocesses down in terms of students' mobility, accreditations etc. Analyzing the situation the authorcame to conclusion that the reasons why so many people are at the mediocre level of English aremore motivational rather than recourse based. There is a strong interdependence ofinternationalization, integration to the world education system and creating the English languagefluency, which form a circle: on one hand, you are not motivated to work hard for a long time to meetthe language requirements of a foreign university if you cannot feel the opportunity and specialprivilege of being an overseas student, and, on the other hand, you will never have an opportunity toexperience and feel the atmosphere of an international academic environment if you do not speakEnglish well enough. The article considers solutions to establish English language environment amonguniversities which follow Kazakhstani model of education, where 95% internal and 80% externalcommunication are in Russian or Kazakh and 99% of students are taught in their native language. Theresult of applied research, done using regular language proficiency progress measurement, opinionpolls, and interviews is submitted in the form of three dimensioned program to provide proper training,English language environment development and motivation of students, employees and teachers.
