The change from API Group I to Group II and Group III has hit China's base oil manufacturing scene. It has a profound effect on the base oil consumption structure and production trends in China. Higher-grade oil is required. Due to energy shortage in China and insufficient high quality resources for base oil manufacture, crude oils imports were increased, to be used as feed. Frequent fluctuations on the characteristics of imported base oil feeds made it difficult for traditional facilities to ensure the processes for production of high grade base oils. A survey on base oil slate in 2007 showed that the ratio of API Group I was 62%, contrary to the base oil upgrading trend. In response to this situation, RIPP has conducted some projects on base oil manufacturing from medium-quality base crude and naphthenic base crude. This paper presents some processes and parameters for high grade base oil manufacturing from low quality crude oils.
