Improving VOC and Air Toxic Emissions Estimating Methods

Methods that are currently used for estimating air emissions of VOCs and toxics from refinery sources were reviewed. Areas where guidance was missing and where there was opportunity or need for improvement were identified. Also noted were areas which are the current focus of industry group or regulatory agency interest. For each emissions estimating method, an assessment was made to determine the potential impact on emissions estimates of filling the gap or improving the method, the effort required to achieve this goal and the likelihood of successful development and application. Based on this assessment, twenty nine methods are recommended to be progressed. These include emission sources with gaps in published estimating methodology, those where there is opportunity for methodology improvement, and those that are receiving increased interest by regulatory agencies. This study was funded by the Petroleum Environmental Research Forum (PERF). The paper will discuss gaps in the current methodologies and next steps in providing improved emission estimates in each area.
