The genesis of this paper developed following inquiries from disparate maritime stakeholders about existing regulatory requirements for surface and subsurface security systems, as well as the capabilities of currently available and emergent technologies. Regulatory requirements for surface and subsurface surveillance and detection as a part of requisite Port, Facility and Vessel Security Plans - set forth following the implementation of the International Maritime Organization (IMO) "International Ship and Port Facility Security Code" (ISPS), and its U.S. equivalent -"The Maritime Transportation Security Act of 2002" (MTSA) - are generic and vague in terms of specific goals and objectives.
