There is a proliferation of Unmanned Aerial Vehicles (UAVs) taking place on a global basis, with the development and manufacture of UAVs currently being the largest area of growth in the aviation industry. This dramatic growth is causing concern about the potential impact upon Air Traffic Control. That is why policy is now being developed at the national level by the UK's Guild of Air Traffic Control Officers (GATCO), with global policy being defined by the International Federation of Air Traffic Control Associations (IFATCA). The shape and size of UAVs is very varied, ranging from hand launched micro aerial vehicles to aircraft similar in size to a Boeing 737. More than 30 nations are developing or manufacturing more than 250 models of UAVs that have a wide range of system performance concerning speed, altitude, mission duration, and payload capability. The significant increase in both civil and military UAVs flying will require access to all classes of airspace if UAV operations are to be both operationally effective and commercially viable. The operation of UAVs in non-segregated airspace has the potential to impact on the provision of Air Traffic Services. In order to minimise any impact on the provision of Air Traffic Services, GATCO and IFATCA are implementing policy that requires UAV operations to be transparent to the Air Traffic Controller, i.e. all Unmanned Aerial Vehicles operations in non-segregated airspace must be in full compliance with ICAO requirements. This policy will require studies to determine how UAV operators intend to deal with "see and avoid" requirements.
