Road and Traffic Data Aggregation for Road Managers and Road Users

The paper aims to highlight the importance of the need for relevant road and traffic data aggregation for both road managers and road users. The large historical and dynamic data sets of road authorities, which include road asset data, crash data, road use data, incident data as well as traffic management and operations data, have in recent times been complemented by private sector datasets from cameras, aircraft, spotters, probes, tracking of mobile phone, electronic toll tags and the growing GPS-fitted private and commercial vehicle fleets. At the same time, tight road budgets and increased pressures for congestion pricing have resulted in a shift of emphasis for road managers to improve operational efficiencies and for road users to demand better information, in order to make better travel choices. This paper discusses the needs for road and traffic data and the issues in data integration and data reporting, arising from the authors' own research with road authorities and road users. The paper concludes by identifying the potential of improved data aggregation, the business models, future research directions and the key policy areas that need to be addressed in order for such partnerships to progress.
