The Application of 'Toolbox' in Compiling Emergency Planning for Chemical Spills at Port

The characteristics of hazardous chemical accidents require that the emergency response be quick, accurate and secure, the disposal of pollution be timely and effective. And the emergency planning is not only the guide for the whole action, but the crux to the successful disposal of overall accident. In current emergency planning, the port chemical accidents are vaguely classified. In case an accident occurs, there might be leg in time due to ineffective conduction & on-site emergency staff's uncertainty about their responsibilities, and consequently affects the effect of the emergency rescue. Considering above problems, the authors not only put forward in this thesis some conceptions on producing emergency "toolbox" according to the characteristics of different chemical accidents, but also presents their own opinions on the design criterion.
