Interpretation of Public Private Partnership means partnership between the authorities and private sector. So far the communities have spent most of their financial means in building up the properties rather then in investing to maintain the buildings. This has caused a build up of urgently needed reconstruction work and no funds left to invest in the repairs and maintenance. Private Public Partnership enables the communities to invest not only in repair and maintaining the public buildings, but they also have the possibility in investing in preventive and structural measures. This means for instance investing in a new heating plant to reach the best practical environmental options.
