Facilities management operates on the principle that the efficiency of any client is linked to the environment in which it operates; hence if an organisation can improve the environment then it can also improve its efficiency. Over the past few years, the FM market has evidenced a growing awareness that cost should not be the sole arbiter in selecting a suitable service provider. More and more emphasis is being placed on the cost versus quality equation; this relates to the performance that is being procured for a particular level of expenditure. This in turn has led the market to review how to define performance standards and how the level of achieved performance should be monitored over the period of the contract. As a result, an increase in the inclusion of comprehensive performance measurement systems within facilities management contracts has been evident. This trend has been particularly noticeable within PFI/PPP market over the past 5 to 10 years. It is, however, commonplace for performance measurement systems to be seen as being ambiguous, subjective, biased to one party and the like. Therefore, private and public clients (other than PFI/PPP) are still reluctant to link performance measurement systems to an effective contract payment mechanism. Applied correctly, a performance linked payment mechanism provides the facilities manager with a very effective tool for managing service provider performance and hence improving the overall service delivery quality. Within this paper, the key principles for developing a performance based contract payment mechanism which is both fair and transparent are explored. Such systems enable the organisation to effectively monitor achievement against objectively expressed quality measures and in so doing facilitate service provider incentivisation.
