The cost-optimizing requirements planning is an efficient process for the preparation of construction projects. It creates an integral plan in order to determine the costs at an early stage. Both the definition of the requirements of buildings arising from the structural and organizational developments and solutions emerging from municipal, architectural, financial, and scheduling conditions are integrated in the requirements planning. In order to optimize the costs, both parts are combined and edited. As a consequence, the guidelines of one part that would lead to an alteration in the other part would be transparent and quantifiable.
