Leaving the Pilot on to Production The LA Story

This paper addresses the journey undertaken thus far by LADWP in the launch of an ambitious Substation Automation project in over 179 substations. The Energy Control System Upgrade (ECSU) project background and justification is discussed, along with the methodologies used to make this project a success. Lastly, we summarize project challenges and lessons learned. For several years LADWP has been evaluating the state of the art in RTU equipment. With an aging data collection infrastructure and a need to leverage the capabilities of the increasing number of Intelligent Electronic Devices (IEDs) on the LADWP system, the Department strongly felt the need for improvements.
