A simulation conceptual model (SCM) is a developer's way of translating the requirements into a detailed design framework, from which the software that will make up the simulation can be built. Based on the High Level Architecture (HLA) Federation Development and Execution Process (FEDEP) and improved SCM, the paper introduces the application of SCM's data structure in validation of SCM and the application of SCM in VV&A of other steps in FEDEP. The data structure of simulation elements in SCM is primarily used in validation of SCM, and the data contained in simulation elements is mainly used in other steps' VV&A in FEDEP.
