The modernization of publication MF is a major way to improve economic benefit, to realize social benefit of the Chinese publication industry, and to reduce MF total cost of enterprises. This paper makes a research on the development actuality of the Chinese publication MF in ihe aspects of MF network, operation flow, technical level, informatization level and MF cost. Problems and causes of these problems of publication MF are analyzed, and countermeasures and advices of the development of publication MF in China are brought forward. For example, to make a development strategy of publication MF that suits the condition of China, to plan and build specialized publication MF centers, to accelerate the standardization of publication MF and so on.
