United States Air Force Calibration Technical Order Development

The Air Force Metrology and Calibration (AFMETCAL) Program is a hierarchical system of calibration laboratories, personnel, equipment, and procedures designed to ensure weapons systems and equipment measurements are safe, accurate, and traceable to either the National Institute of Standards and Technology (NIST) or AFMETCAL-approved sources. Since the inception of its metrology program in the early 1950s, the Air Force has been developing procedures for calibrating equipment to the manufacturer or Air Force specifications. Before any Air Force Test, Measurement, and Diagnostic Equipment (TMDE) can be used, it must be calibrated using AFMETCAL-approved Calibration Technical Orders (CTOs). This paper is being submitted to convey the methods and quality checks used for development of Air Force CTOs using historical data, current methods and procedures, and possible future enhancements.
