Learning Region - A Kind of Effective Regional Innovation System

On the one hand, new economy is knowledge economy which is based on knowledge generated, knowledge distributed and knowledge applied from the approach of denseness of economy development elements, on the other hand, new economy is learning economy in which learning is an important activity from the approach of function of learning and innovation in economy development, as the performance of economy development is directly decided by learning and innovation. Learning region, learning organization and learning society are the corresponding concepts, which separately describes innovation system at the various levels. Learning organization emphasizes microcosmic organizational learning. Learning region emphasizes moderate social learning. Learning society emphasizes macro social learning. Learning organization is the microcosmic innovation system, which is at the organizational level. Learning society is the macro innovation system, which is at the national level. Learning region is not only the moderate innovation system, which is at the regional level, but also a kind of effective regional innovation system, which is the new mode of regional economy development. However, at the present time, it is come to light that some regional innovation systems in our country face the failure of their regional innovation systems during the economy development. Based on the case, we point out that the effective way to solve the problem of the failure of regional innovation system is to establish learning region. At first, this paper separately defines the three various learning processes of individual learning, organizational learning and social learning. Secondly, it illustrates that learning region is the effective regional innovation system on the base of deeply discussing the concept and characteristics of learning region. At last, using the ten policy principles put forward by OECD for reference, it brings forward the concrete measures to successfully establish learning region, which is accorded with our country's situation.
