Measures of Promoting PPP in China Infrastructure Construction

Public/private partnership (PPP) procurement is seen as an effective way to achieve value for money (VFM) in public infrastructure projects. The concept of PPP as practiced internationally is based upon the premise that there are some activities that the public sector does best and other activities where the private sector or the voluntary and community sector may have more to offer. This paper introduces the concept of PPP, its history and current framework in UK. Then combined with the current situations of infrastructure development in China and based on literature review, the paper puts forward the measures that could be adopted to guarantee smooth conduction of PPP in China infrastructure construction.
