This paper deals with the problem of determining a boundary of small-signal stability performance of a power system in terms of active power loads selected at a few buses. The boundary could be used to schedule the operation of loads such that a desired small-signal stability performance is satisfied over a period of time. Such a scheme for direct control of loads from a central control center could be employed at times when the system is vulnerable. The underlying analysis in forming the above boundary is based on structured singular value (SSV or /spl mu/) framework. This paper presents the detailed development of the analysis framework and results on the Nordic32 test system.
