The nonferrous metal recycling industry, which has evolved for several decades, started mainly from the establishment of P.R. China in 1949, but the application of secondary metals in our country is still very low. In the past, under the planned economy, a fairly comprehensive system of collection was set up in the materials handling departments. Later on as the market economy became the trend, its inadaptability to the market-oriented environment forced them out of the business or being restructured drastically. Those restructured recycling enterprises have undergone great changes in operation ever since. With the rapid growth of national economy in China in recent years, the demand for basic materials has expanded fast. This in turn has resulted in the growing market of nonferrous metals. A great number of recycling companies using imported nonferrous scraps came into being, making China the world largest importer of nonferrous metals scrap with 1/3 of the global production. As a result of the short history of market economy, inexperience in market regulation, underdevelopment of concerned regulations, laws and policy, the system inconsistence of social recognition and public supervision, the difficulty of managing the fast growth, some social issues have been raised. Now I would like to share some of my views on these issues.
