2003 EEA Conference Practical Risk Assessment of EPR Hazards

This paper provides an overview of the principles of practical risk assessment of hazards associated with earth potential rise. Earth faults in the HV and LV power system can sometimes result in damage to equipment or harm to people and livestock. The paper provides guidance on how to assess this risk taking into consideration the relatively straightforward technical issues of EPR and associated touch, step and transferred voltages and combining these with the more difficult and variable issue of determining probabilities, expected hazard consequences and thus the overall risk. Such risk assessment will enable the utility asset managers to place perceived risk into a quantifiable context so that proper and substantive decisions can be made with respect to safe earthing. The guidelines can also be adapted to other areas of hazard assessment.
