Risk Assessment - A New Approach to Safe Working at Hot Sites

This Paper will first of all, give a background to Safe Working at Hot Sites, defining their unique problems. An outline of current practices used by BT will be given. BT is the major supplier of telecommunications services to the Electricity Supply Industry (ESI). The increasing difficulties, as the ESI demand more sophisticated services, will be highlighted and the engineering solutions used. The present approach is based on defined engineering solutions and here the use of risk assessment is described, bringing this work into line with modern safety regulations. The work arising from cooperation with the Electricity Association and BT is set out and proposals for future developments and practices are illustrated. This paper seeks to draw attention to the circumstances of why Hot Sites exist and what difficulties telecommunications suppliers will find. It will also show the progress made over the past years and the value of risk assessment as a tool in solving safety issues.
