OVERVIEW OF THE FIRST REPORT OF WORKING GROUP C1.03

C1.3 was established in 2002 to investigate and report on the issues in planning electrical systems with the increasing uncertainties created by shifts in power generation type and volatility of interconnector flows. The Working Group reported that the most urgent need is to assess how power system planning can proceed with high levels of embedded generation and noted that wind power is the fastest growing renewable source. It concluded that it should focus its initial efforts in understanding how the variability and technical uncertainties effect power system planning. This paper is therefore a brief summary of two years of work on that subject by the Working Group. Further Reports will be issued on the subject of "Planning with Uncertainty in Traditional Generation" and "Planning with Uncertainty in Interconnector Flows". Other Working Groups in CIGRE are also tackling some aspects of this work and the Working Group looks forward to seeing whether the thinking of others aligns with its own.
