The aim of such a study is to describe the research conducted in the power system expansion component and the environmental component of the SEP (Strategic Energy Planning) project for Guangdong province. Strategic energy planning is a technique designed to assist decision-makers plan for future development of energy resources to meet rising energy demands. The resource (especially, the power system expansion) development option was considered in the SEP project has different environmental and socio-economic impacts. The power system expansion analysis is the uncertainty concerning the origins and accuracy of the complete hydro production datasets. In general, the hydro data received from Guangdong province during the course of the SEP project were incomplete and, in many cases, inconsistent. The environmental options were analyzed in this paper to illustrate the environmental policies and objectives that can be considered in the SEP process. These options represent different strategies for managing the priority issues of urban air pollution and regional environmental problems. SEP provides information to decision-makers, not only on the costs of alternative development options that are available to meet future electricity loads, but also on their associated technical, financial, environmental and socio-economic impacts. Energy development affects many parts of the natural environment. One of the principal objectives of the SEP project was to demonstrate the application of strategic planning techniques to future development decisions facing Leaders in the electric-power sector in Guangdong province. Results from the research of the power system expansion analysis and environmental analysis in the SEP project provide strategic guidance for continuing studies. Based on these results there are a number of activities that can be recommended with the objective of improving the quality of information available to the policy-makers.
