SYSTEMS ANALYSIS FOR GLOBAL WARMING ISSUES TAKING RECYCLING OF CARBON TAX REVENUE INTO CONSIDERATION

摘要

In this paper, we attempt to evaluate the economic policies such as carbon tax with the process of tax revenue recycling. For this purpose, at the beginning we build the evaluation model to observe the influence to industry. Then we analyze some scenarios subject to five major countries, particularly Japan. From the scenario analysis, it is concluded that consumption tax cut is effective policy as a method of carbon tax revenue recycling and the participation in international emissions trading is essential.
