We are living in a world with yawning chasms between developed countries with resources and poor countries that need resources and development. This includes the uneven distribution of clean water. Populations in developing countries already suffer from malnutrition and diseases. If they are expelled from their homes their situation is disastrous and conditions are created in which infectious diseases can spread. Despite local African epidemics of highly virulent viruses such as Ebola virus, it does not appear very probable that this strain of virus will become a widespread threat to mankind. Influenza pandemics caused by new combined super viruses could appear if the international network of surveillance fails. The situation for those infected by HIV, another virus changing its properties, could improve due to better medication. Unfortunately, there are reasons to fear that international terrorism could use BTW agents to achieve their goals even if in doing this they violate the BTWC.
