On train CCTV - the developing requirements

For the last two years Interfleet Technology Limited have been assisting Connex South Eastern with specifying, procuring, and evaluating Digital on train Closed Circuit Television equipment on 20 Class 465 units and 4 Class 421 units. The purpose of this work was to gain experience of the system requirements, taking into account issues such as image quality, frame rate, data storage time, data retrieval, control of data and use of data as evidence and subsequently develop a system suitable for retro fitting to Class 465 units. This paper will identify the specification used for the procurement of the trial equipment and will discuss the lessons learned, which have led to the development of an enhanced specification for equipment which is to be installed on certain Connex fleets. It should be noted that the conclusions reached following the above trial are valid for Connex only. Other operators may conclude that they have a different performance requirement for on train CCTV as the emphasis may be placed more on deterrent than the ability to monitor criminal or anti-social behaviour throughout the vehicle and consequently provide credible video evidence.
