In this paper a new approach is proposed to estimate simultaneously azimuth, elevation Direction-of-Arrival angles and respective angular Velocities (DOAV) of moving sources using a rectangular array of antennas. In the proposed algorithm, we use decoupling techniques to reduce the complexity of the problem. This is accomplished by using the planar array properties and a subspace based initialization technique to reduce the dimensionality of a search algorithm. We also make use of the forward and backward averaging approach to ensure that the estimated sample covariance matrix obtained from a single snapshot for a sub-array is well conditioned for an initial estimate of the parameters.
