1998 FLOOD DAMAGES AND REMEDIAL ACTION

On the positive side, the recovery system, comprising the Operation Plan and Situation Report, worked really well. The Operation Plan was prepared before, and updated during, the flood and was directed towards restoration of unobstructed flow in river channels. The Situation Report presented the extent of all significant damages in the affected river courses. This process saved time and facilitated correct and timely decisions in both stages of remedial activities. Several shortcomings were also encountered during the recovery process. Even though repair works started as soon as possible, work involving pouring concrete (repairs of weirs, embankment walls and so on) is weather dependent and its timing has to be carefully assessed. Even though the contracts were awarded to well qualified licensed contractors, there were few cases of problems with the quality of work of subcontractors, who were not subject to approval under the contract award process. Finally, the Czech Water Law (No. 138/73 Sb.) and the law on The Protection of the Nature (No. 114/92 Sb.) are inconsistent and require different approaches, especially with respect to the so-called "natural" rivers. In view of the above experiences, it is recommended to: (a) retain the procedure comprising the Operation Plan striving to restore unobstructed flow in river channels and the Situation Report evaluating damages, and (b) include recovery activities after severe floods in the exceptions to the bidding process and contracting law.
