Floodplain management reduces the potential for future flood damages where it is implemented. One of the keys to implementation is the availability of reliable, accurate, and believable maps of the floodplain. Where the mapping is done well, and people believe the maps are accurate, regulations are acceptable. Where the maps are not believable, it is very difficult to impose land-use controls. Flood insurance can reduce future flood damages, and support floodplain management, if it is done in a wise manner. A flood insurance program can be implemented where people who are required to purchase the insurance believe their property could be subject to flooding. Accurate mapping is instrumental in the administration of a flood insurance program. Accurate risk assessment is the basis for both floodplain management and flood insurance and both depend on accurate, reliable, and believable maps.
