DEVELOPING CRITERIA TO ACHIEVE GROUND WATER CLOSURE

Selected state regulatory programs are reviewed with respect to ground water closure requirements, with special reference to manufactured gas plant sites. A checklist of information required to achieve closure is developed, and the state programs are reviewed with respect to their requirements relevant to this checklist. The state requirements are then evaluated with regard to the feasibility of achieving the stated criteria and the time required to demonstrate that the criteria have been met. Long-term ground water monitoring costs associated with achieving closure are discussed relative to the closure requirements. Specific problems associated with achieving closure are discussed and, on the basis of this review, suggestions are made for developing objective criteria for closure with respect to the previously presented checklist.
