Climate change negotiations: seen through the eyes of environmental credibility

Seen as doomed to fail in the eyes of many, the 1997 Kyoto Protocol is something of a success in international diplomacy. Preceding its adoption, views among industrialised and developing countries differed so greatly, that many feared no agreement would be reached to limit the emissions of greenhouse gasses that lead to global warming. But agreement was reached and the protocol is there.
