Application of Policy Iteration Method in Project Tendering

摘要

It was discussed how to select a suitable tendering option and to evaluate a tender when to open up a market lack of experience, to purchase new equipment and material with technological progress, and to face the changing market with time. It was assumed that factors on tender could be divided into the subjective ones about the bidders, the objective ones about the client and the tender document, and their interactions. Mathematically, tendering was an optimization problem, i. e., a process to seek for the value of subjective factors, to minimize the interaction with the definitely given objective factors. Thus, it was for the first time to apply the policy iteration method (PIM) into project tendering, so that the appropriate option of tendering and purchasing could be selected and the price could be reasonably judged. It was discussed in detail how to apply PIM by several examples: a overall process of a small-scale project in new market, a large-scale project divided into several sections, deciding the option of purchasing the materials and equipment, and the combination of subletting with purchasing. Experience in the recent two years had proved that PIM was successful with significant economical and social effects. Finally, its advantages and disadvantages were also briefly discussed.
