The Joint SIAP System Engineering Organization (JSSEO) has developed Common Reference Scenario (CRS) to provide a set of consistent simulated scenario environments with the credibility and flexibility to support a variety of operational, engineering, and capabilities-based analyses. The CRS consists of a series of three Joint Theater Air and Missile Defense Organization (JTAMDO) and Service reviewed base scenarios (called Vignettes) that provide users with various densities of threat environments. The threat portion of the CRS products is provided by members of the intelligence community, including the Defense Intelligence Agency (DIA) and the intelligence centers from each of the Services, while the friendly (Blue) force information is developed in coordination with each of the Services, Combatant Commands, and the Joint Network Design Team. From these Vignettes, the analysis team, consisting of the JSSEO CRS Team and the relevant analysis venue, extracts a portion of the scenario and creates an "Excursion". Working with the operational community, the analysis team tailors the Excursion for specific engineering analysis goals. Each CRS Excursion is extensively documented so that the incorporated variations can be accurately considered when comparing analysis results. The development of Excursions provides the CRS with the flexibility to support operational, engineering, and capabilities-based analyses. This allows users to benefit not only from analysis performed with the CRS, but to compare their results with those of other CRS-based analysis activities. The CRS formats are compatible with all computer systems and can be read directly into numerous existing simulations, including Extended Air Defense Simulation (EADSIM), Extended Air Defense Test Bed (EADTB), Missile Defense Wargame Analysis Resource (MDWAR), Missile Defense System Exerciser (MDSE), and the Joint Distributed Engineering Plant (JDEP). The CRS's flexibility, compatibility, and adaptability ensure its value in supporting the analysis, systems engineering, and operational communities.
