The U.S. Environmental Protection Agency's (EPA) Indoor Environments Division, which prior to 1995 was two distinct Divisions, the Radon Division and the Indoor Air Division, has played several different roles in the development and dissemination of education and training courses in the indoor air sciences. In this paper, three case studies are presented which illustrate these fiffering roles: Government as developer and disseminator of a training course; Government as developer of a training course and facilitator of its dissemination by others; and Government as catalyst by which others develop and disseminate a training course.
