As mobile communications spreading in recent years, frequency which is limited resource must be used to advantage. So we presented new cellular system which is named DMF (hierarchical cellular system with Dynamic Microcell Forming) before and showed its high performance by simulation. However, if terminals change velocity, the performance of DMF has fallen off. Especially the number of call blocking terminals increases because of changing terminal velocity. So this paper presents new channel allocation system for DMF to reduce the call blocking. We evaluated the performance of DMF applied new channel allocation system by simulation and it was made clear that new channel allocation system is very effective to reduce call blocking.
