The power industry in China has grown up very rapidly in recent years. Up till the end of 1998, the total installed capacity reached 270GW, and the annual energy consumption reached 1,167 Twh, both the second largest in the world. China has had energy shortage problems for many years, now due to the rapid growth of power industry and comparatively slow growth of other industries, there is no energy shortage any more. On the contrary, utilities in China begin to have more and more surplus energy for sell. Similar to the power sector reform in other countries, power systems in China are facing the same challenge and pressure of reform. To create competition, reduce costs, and for other national purposes, the Chinese government has embarked upon broad-based economic and policy reforms. Recognizing the importance of electric power to the sustained growth of China, the electric power sector has been designated to be a priority sector for reform. In this presentation, the major problems emerged from reform are discussed. China's power market experiences and progress are summarized. The important problems, such as system connection, system restructuring and system automation issues are discussed. Recommendations for different form of power markets in China and related engineering works are also proposed.
