The east harris county manufacturers association program for EPA RMPlan communications: progress 1994-1997

The East Harris County Manufacturer's Association (EHCMA) will present a summary and status of activity in developing a system for dealing with the communications and technical issues related to promulgation of the Environmental Protection Agency's Risk Management Plan(RMP) Rule (40CFR 68).The objective is an integrated plan involving over 100 individual plants and facilities representing about 40,000 direct employees in seven Outreach Areas,which correspond to the seven communities and Local Emergency Planning Committees (LEPCs) in the Houston Ship Channel Area.Consistent ocmmunications,educational efforts,release modeling,and RMP preparations are the keys to the effort.Efforts are directed toward leveraging and cooperating on these efforts to minimize costs.Formation.operations,and accomplishments of the Risk Management Communications and Technical Committee (RMCTC) will be discussed.Communications strategies and preparations will be emphasized.
