Groups of narrow states with a rotational-like structure are observed from the Coulomb barrier up to an excitation energy of about 35 MeV in 28Si. The properties of these states, observed in ct-particle elastic scattering, will be described. There are few, if any, models on the market that are able to explain the experimental findings in a consistent way.
