Most of the changes to Section XI since the 1989 Edition have been made to eliminate unnecessary requirements, to simplify requirements, or to make the requirements less confusing and easier to understand. The revisions to the requirements for design reconciliation are somewhat different. The most important of these revisions to these requirements were made because the requirements in the 1989 Edition were very confusing, poorly understood, and applied differently by different Owners. The revisions were made to eliminate unnecessary work, to ensure that a minimum set of requirements necessary to assure safety were established, and to provide a set of requirements that would be uniformly applied. The next set of revisions to the design requirements were made to provide a minimum level of configuration control when performing repair/replacement activities. These revisions were necessary because it was not clear how the provisions of the Construction Code were to be met by an organization (e.g., the Owner), that does not have any type of Certificate of Authorization (such as an N or NA Certificate). All other revisions to the Section XI design requirements can be classified as revisions to simplify existing requirements or to reduce unnecessary administrative burden.
