Overview of tools and services an information system for Ancillary services may provide to perform optimal manual activation of tertiary control reserves

The balance of electricity generation and consumption is performed by frequency control that comprises a three-level control process known as primary, secondary and tertiary control. Primary and secondary reserves are activated automatically due to change in the grid frequency where tertiary control assumes a complementary role to the secondary control reserves enabling the operator to manually activate the required reserve. This activation usually occurs based on operators experience on an available, ordered list of available offers (MOL) where the operator takes into account a time delay for tertiary control power to be available. The main goal of the activation processes is to cope with possible imbalances inside the control area, offset any significant frequency deviation and to resolve any congestion problems. To be able to manage the control reserves more effective information systems may provide visual tools and services to make this process simpler. This paper will try to list key processes and their implementation of the activation process to be performed more optimal by the operator.
