In 2011, the Utah Department of Transportation (UDOT) senior leaders challenged the traffic signal program to be "World-Class," knowing the large return on investment that improved signal operations have on delay, safety and air quality. Automated traffic signal performance measures (SPM's), which are a series of visual aids that display high-resolution data from traffic signal controllers has helped UDOT towards the world-class endeavor. The SPM information is presented using an innovative, detailed open source web interface that allows all users to view the information without requiring logins or special network connections. The Utah Department of Transportation (UDOT) SPM site is located at www.udottraffic.utah.gov/signalperformancemetrics. AASHTO Technology Implementation Group (TIG) recognized SPM's as a 2013 focus technology and is investing time and money to accelerate its adoption by agencies nationwide (http://aii.transportation.org/Pages/default.aspx).
