FOTsis (Field Operational Test on safe, intelligent and sustainable operation www.fotsis.com) is a multi-faceted ITS project under the EU 7th Framework Program. The three and a half year project was initiated in 2011 and will finish in early 2015. The goal of FOTsis is to test various ITS solutions over ten test highways located in a selection of European countries. Some of the main objectives of FOTsis are to collect information from road side units and infrastructure and to deliver this information to road end-users via a dedicated monitoring and dissemination center. Seven different services are tested in FOTsis: (i) Emergency management, (ii) Safety incident management, (iii) Intelligent congestion control, (iv) Dynamic route planning, (v) Special vehicle tracking, (vi) Advanced enforcement, (vii) Infrastructure safety assessment. Most of the services exploit weather information in one form or another, either as supporting background information or as one of the major driving factors behind the conduction of the service itself. The FOTsis weather applications are developed and operated in real-time by the Finnish Meteorological Institute. The weather related solutions have been operationally implemented for four major Spanish highways as of summer 2014. The FOTsis road weather concept was first introduced at the 2012 Vienna ITS World Congress, and the first functional applications presented at the 2013 Tokyo ITS World Congress. The present paper focuses on the latest developments and real-time implementation of the weather-driven applications over some of the FOTsis highways.
