As part of the USDOT Safety Pilot Connected Vehicle Model Deployment ("Safety Pilot"), Parsons Brinckerhoff served as the team lead for infrastructure planning and deployment. This included the network communications components, network and security design, Roadside Equipment (RSE) configuration, integrating with the vehicle fleet (during production testing window), integrating RSEs with the Ann Arbor network, RSE/network testing infrastructure operations, maintenance, asset ("property")/configuration management, message-set configuration management, RSE application specific configuration and testing, back office storage/analytics for RSE testing units, and end-to-end infrastructure deployment, operations, and maintenance throughout the project. As a result of these activities, it is the intent of this publication to describe the process utilized and requirements to deploy this infrastructure for Safety Pilot, and translate that experience into recommendations to roadway owners and operators to plan for Connected Vehicle infrastructure deployment.
