DEVELOPMENT AND DEPLOYMENT OF INNOVATIVE WEATHER RESPONSIVE TRAFFIC MANAGEMENT STRATEGIES

Through the Weather Responsive Traffic Management (WRTM) program, the Federal Highway Administration and State DOTs are working together to implement traffic advisory, control, and treatment strategies in direct response to, or anticipation of, developing roadway and visibility issues that result from deteriorating or forecasted weather conditions. The program brings together traffic and weather data collection, analysis, modeling and simulation, understanding of human factors, and performance evaluation to develop, test, implement and evaluate new concepts for managing traffic during adverse weather conditions. This paper summarizes recent innovations in Utah and Oregon which aim to provide traffic managers with new and updated tools and systems to manage traffic during weather events. The paper describes the results of the innovations stemming from three projects supported by the FHWA WRTM Program, including the challenges and lessons learned from development and deployment.
