This paper is based on the writer's assumption that level 3 automation will penetrate 15% of the US market by the year 2030 and 30% of all vehicles will be connected by the same year. Implications of this assumption will be the focus of this paper. Vehicles at level-3 automation have limited self-driving capabilities. These vehicles enable the driver to cede full control of all safety-critical functions under certain traffic or environmental conditions and to rely heavily on the vehicle to monitor for changes in those conditions requiring transition back to driver control (1). The driver is expected to be available for occasional control, but with sufficiently comfortable transition time. Examples include traffic jam pilot and automated parking in which the driver can do other tasks but must be ready to intervene (2). There are several implications of this technology as it revolutionizes the way people and goods are transported in the future. However the scope of this paper only covers some of the implications.
