COST-EFFECTIVE MONITORING AND EVALUATION OF THE M2M PILOT PROJECT

Following positive findings of a feasibility study, the Highways Agency has commissioned a pilot project to test the impact of Motorway-to-Motorway Metering (M2M) at Junction 10 Eastbound (EB) on the M62, the intersection between the M6 and the M62. It is crucial that the impacts of the pilot project are accurately assessed, both to understand whether the project has achieved its stated objectives and to inform the Agency's future policy on applying the technology at further locations on the network. A robust and comprehensive evaluation was required, but the economic climate at the time meant it needed to be performed as cost-effectively as possible. An evaluation methodology has been developed and is being followed, covering safety, journey time, flow and emissions aspects. It follows best practice for evaluation of pilot projects but incorporates various innovations to allow a thorough understanding of the performance to be gained at a lower cost than for previous studies.
