Facility Siting has received considerable attention in recent years. The TNO Multi-Energy Methodology (MEM) is often used, but there are issues with consistency between different analysts. TNO has provided guidance for the application of the MEM, however, the guidance involves physical parameters which can be hard to estimate, and to which the blast load predictions are fairly sensitive. A project sponsored by BP allowed the development of an application guideline that assists in achieving consistency both in establishing congested volumes (PES) and in selecting the appropriate Severity Level. While the authors used different methods - engineering judgment, the BST method and GAMES - after careful review a consistent view of severity level was obtained. This was best captured using photographs and a selection of typical congested plant photos was created defining severity levels 4, 5, 5.5, and 6. The rule set is fully consistent with the TNO Guidelines, but by applying precise rules for congested volumes and photographic models for severity level, inter-analyst variability is reduced and uncertainties remaining are due to the method itself.
